APPG calls on the Government for creators to be recognised in SIC codes to help unlock their full potential

Today our director general Scott Guthrie, wrote to the Secretary of State for Culture, Media and Sport on behalf of the Digital Creators’ APPG and industry leaders, calling for support in securing greater clarity and recognition for the UK's creator economy.
The open letter asked for digital-first creator-led businesses to be explicitly and consistently classified within the forthcoming SIC 2026 framework - the foundation on which greater government recognition, access to finance, and skills support for creators can be built.
Creators currently remain only partially visible in official data. That gap carries a real cost. Without clear and consistent classification, creators are harder to recognise as legitimate businesses, affecting how lenders assess risk, how public bodies design support schemes, and how policymakers understand the scale and trajectory of this part of the economy.
A creator seeking a business loan or a government-backed grant should not face unnecessary friction simply because the systems used to assess them were not built with their business model in mind. That is the problem we are asking you to help fix.
Standard Industrial Classification (SIC) codes
Standard Industrial Classification (SIC) codes classify industries based on their primary economic activity. They are used by government agencies to categorise companies, track economic trends, and standardise data collection.
The Office for National Statistics (ONS) owns and maintains the UK SIC code list, with Companies House administering their use during company registration.
Digital Creators’ APPG
IMTB is co-secretariat to the Digital Creators’ APPG.
